Admission and training of children and students seeking or receiving temporary protection

            In connection with the situation in Ukraine and the activation of Directive 2001/55 / ​​EC for giving temporary protection, I inform you that the referral and enrollment of children and students seeking or receiving temporary protection in pre-school and school age from Ukraine for training in Bulgarian state and municipal kindergartens and schools need:

  1. To submit a document from the parent / guardian / custodian / representative of the child or student for temporary protection to the State Agency for Refugees (SAR), and from SAR receives a personal number of a foreigner (PNF) of the child or student. If the child or student is under 14 years of age, the PNF is entered in the parent’s registration card. If he/she is over 14 years old, he/she receives a separate registration card with PNF.
  2. After receiving the PNF, an application form shall be submitted to the head of the Regional Department of Education (RDE) – Sofia-city. The application is submitted on the spot – Sofia, 17 Antim I Str., or online at the following e-mail address – [email protected].
  3. The enrollment of children and students of pre-school and school age from Ukraine for education in state and municipal kindergartens and schools shall be carried out after:

3.1. referral by the head of the RDE of the child or the student for admission and training in a kindergarten or school, respectively;

3.2. presented in the kindergarten or school a medical document from the general medical examination of the child or student that he / she is clinically healthy / healthy, issued by a personal doctor;

3.3. conducting an interview and determining the child or student in a preparatory group or in a class of school education in which to continue their education, in case the child or student does not have a document for completed class, stage or degree of education according to the provisions of Ordinance № 3 of 06.04.2017 on the conditions and procedure for admission and training of persons seeking or receiving international protection (promulgated, SG No. 32 of 21.04.2017).

In the cases when the persons have a document for completed class, stage or degree of education, the provisions of Ordinance №11 / 01.09.2016 of the Ministry of Education and Science for assessment of the results of students’ education are in force.

Note: Due to the lack of places in the capital’s kindergartens, the referral to a kindergarten is done after a decision of a working group, including representatives of Sofia Municipality and Regional Department of Education – Sofia-city.

In case an application has been submitted to Regional Department of Education – Sofia-city, but at the time of submission the persons did not have a personal number of a foreigner, it is necessary to submit it to Regional Department of Education – Sofia-city, after its issuance, in order to apply the procedure under item 3.
